When people hear about innovation in flood resilience, they often picture large-scale interventions, big claims and press-release certainty. When Lucinda Robinson talks about it, she means something less bombastic: a disciplined willingness to try, measure, adapt and try again – out in the real world, with real constraints, and with enough honesty to admit when the first idea was not the right one.
Lucinda is an ecologist evaluating the measures Catchment to Coast is putting in place around Southend to reduce flood risk. That can sound neat, linear and mechanical. In practice the work is more human and more useful than that, because the heart of the project is not a single perfect solution. It is science and innovation: learning in public.
A job that sits between design and proof
Lucinda’s role is not to turn up at the end and score the work. She is part of how it gets shaped. “I provide input to the designs of the interventions as an ecology expert. I assess their effectiveness and in particular the ecological impacts of the interventions.”
So the research is not an after-action report, filed once the diggers have left. It is part of the feedback loop: the evidence changes what happens next.
It is also deliberately varied. “I’m often in the field collecting data and samples, processing them in the lab, crunching numbers, writing on my laptop. I really love that variation.”
Creating room to learn
Innovation is not a single clever idea; it’s a method and a culture.
“I think sometimes we don’t give research space to fail, and I think this project does… to fail, try again, formulate a new path forward and actually find a solution to something.”
Failure is usually treated as a reputational hazard, but within Catchment to Coast it’s part of the job. New challenges, in Lucinda’s words, “require new innovative solutions”, and those solutions don’t arrive pre-proven. They have to be worked out, sometimes slowly, often awkwardly, and with enough humility to change course when the evidence says so.
That’s also what makes the project unusual as research. “The fact that we’re implementing measures through the council itself and then I’m studying them is quite unique. It’s a really good way of learning as we go.” The learning is not happening in isolation, in a lab or a journal; it is happening alongside delivery. If you are serious about resilience this approach is incredibly valuable.
How do we judge whether an intervention is good for the ecosystem? “I’m going to give you a very scientist answer and say it depends.” The right question is different in every place, and the honest starting point is to admit it.
Innovation that travels
In Catchment to Coast, shared learning is not a nice-to-have, it’s the legacy. Lucinda talks about promoting the work, connecting with similar projects, comparing notes, and making sure there is “a knowledge exchange of lessons learned”.
She is explicit about what she hopes the project leaves behind: a practical “map on how this can be done”, a “platform” and a “springboard” for others. The point of doing this carefully in one place is that it does not have to stay in one place.
Working with the place
Underneath the day-to-day work is a bigger idea: Lucinda frames Catchment to Coast as part of a wider shift away from controlling nature and towards working with it. “People have been working with nature for all of human history. We’re not reinventing it, we’re just almost rediscovering it again.”
That does not mean abandoning engineered defences. She is clear they are “required to protect key infrastructure and people”. Her case is for combining them with nature-based approaches – working with nature to tackle problems like flooding, in ways that also benefit wildlife – “in the areas that it works”, because the benefits compound: protect people and infrastructure, make room for wildlife, improve water quality, and create places that are simply nicer to live alongside.
It can also build ownership. “Having those small interventions throughout the catchment can add up to a big scale impact and also allow local communities to feel a lot more ownership.”
That, really, is Catchment to Coast’s definition of innovation. Not novelty, nor theatre, but rather, a practical, repeatable way of trying things, learning properly and getting better; with the place, not against it.
